Elizabeth Headshot H&N

Attorney Elizabeth Rosario joins Horrigan & Norman with a deep commitment to advocacy, public service, and compassionate legal representation for immigrant communities. Drawing on a background in government, community outreach, and immigration services, she brings a client-centered approach to every case.

Background and Experience

Attorney Rosario’s path to immigration law was shaped by firsthand experience with the barriers that prevent many individuals and families from fully accessing the legal system. Seeing how language barriers and cultural differences could leave people vulnerable, she made it her mission to bridge that gap through informed, dedicated representation.
Before joining Horrigan & Norman, Attorney Rosario built a strong foundation in public service. She served as Deputy State Director in the office of U.S. Senator Elizabeth Warren, worked as an Immigration Specialist, and held community-focused roles with municipal leadership and the Lynn Housing Authority & Neighborhood Development. These roles gave her a nuanced understanding of how immigration systems work — and where they fall short.

Approach to Clients

Attorney Rosario leads with compassion and honesty. She understands that people often seek legal help during some of the most stressful moments of their lives, and she is committed to making sure every client feels seen, heard, and respected throughout the process. She believes the law should be accessible, not intimidating — and she works to ensure clients understand every step of their case.

Trust and transparency are at the core of her practice. She provides clear, realistic information so clients can make informed decisions, while remaining a supportive and responsive advocate at every stage. She is fluent in Spanish.
